Here are my thoughts on how to speed up whole configuration process, especially with repetitive stuff:

Phones

  1. MAC Address (if not autoconfigured)
  2. Description (to distinguish phones)
  3. Device Pool (may be autoconfigured for HQ)
  4. Calling Search Space
  5. AAR Calling Search Space
    Skip Media Resource Group & Audio Sources (inherited from Device Pool)
  6. Location
    Skip remaining fields, nothing critical
  7. Phone Button Template
  8. Softkey Template
    Nothing critical below except Extension Mobility
  9. If required, configure Extension Mobility

Lines

  1. Directory Number
  2. Partition
    Skip Voice Mail Profile ("None" to use default)
    Calling Search Space (not required except for IPMA)
  3. AAR Group
    Skip Audio Sources and AutoAnswer
  4. Forward to Voice Mail (if required)
    Skip the rest
  5. Display Name (Alerting Name filled automatically)
  6. External Phone Number Mask
    Skip the rest, unless specified in the questions.
Route Patterns
  1. Create Route Groups with all gateways (individual with a single gateway per group). 
  2. Create Route List with all Route Groups. Apply "pre-Dot" on all of them. Apply "tech-prefix" for Gatekeeper.
  3. Copy this Route List 12-15 times with a different name (for example, RL_1, RL_2, RL_3, etc.)
  4. Start with 911 pattern for HQ
    1. Route Pattern
    2. Partition
    3. Gateway or Route List (pick first available)
    4. Provide Outside Dial Tone
    5. Urgent Priority
    6. Use Calling Party External Phone Mask
    7. [Insert]
    8. <Edit>Gateway or Route List
      1. Edit name to something meaningful (for example, RL_HQLOC_HQGW or RL_HQSBTEHO_SBGW_HQGW)
      2. Remove unneeded Route Groups (for example, for 911 leave only local GW).
      3. [Update]
      4. Modify Digits Manipulation on Route List, if required (in most cases existing "pre-Dot" will be sufficient)
      5. [Update]
      6. Use browser's "Back" button to get back to Route Pattern (1-2 times)
    9. [Update] (to save again)
  5. Click [Copy] / Add "9." (Nine-Dot) in the beginning / [Insert](nothing else should be changed)
    At this stage we have the pattern 9.911 in partition PT_HQ_911
  6. Click [Copy] / Change Partition to SB_911 / Change Route List to another unused template / [Insert] /Edit Route List. / [Update]
    We just created the Route Pattern 9.911 in partition PT_SB_911
  7. [Copy] / Remove "9." (Nine-Dot) in the beginning of the pattern. / [Insert]
    We created the Route Pattern 911 in partition PT_SB_911
  8. [Copy] / Change Pattern to "9.[2-9]xxxxxx" / Change partition to PT_HQ_LOC / Un-check "Urgent Priority" / Pick unused Route List / [Insert] / Edit Route List
    We created local route pattern in PT_HQ_LOC
  9. [Copy] / Change Partition / Pick unused Route List / [Insert] / Edit Route List
  10. Repeate for Long DistanceRoute Patterns. Long Distance and International dialing will use the same Route Lists (with just pre-Dot manipulation).
  11. [Copy] / Edit Route Pattern to "9.011!" / Change Partition / Pick existing LD Route List (if the same dialing as Long Distance) / [Insert]
    We created route pattern for International dialing in HQ partition
  12. [Copy] / Add "#" at the end or Route Pattern / [Insert]
    The same route pattern with the hash at the end.
  13. [Copy] / Change Partition / Change Route List (for example, RL_SBLD_SBGW_HQGW) / [Insert]
    We got International Pattern with hash for SiteB
  14. [Copy] / Remove "#" at the end or Route Pattern / [Insert]
    We got International pattern without trailing hash for SiteB.
  15. Continue with remaining dial patterns, like TEHO or 4-digits dialing.
